The challenge

The state was simultaneously modernising its administration and strengthening local responsibilities. Digital projects were nonetheless accumulating with no shared pathway, territorial data remained insufficiently governed, and programmes funded by several partners were advancing under distinct frameworks.

The intervention

Align central and local government

Define a shared pathway connecting the operating models of ministries, agencies and local authorities.

Prioritise the digital transformations

Establish maturity assessments, settle priorities and build a shared digital and data roadmap.

Set up multi-stakeholder governance

Organise the steering, the bodies, the responsibilities and the change management across administrations, local authorities and technical and financial partners.

The results observed

Central government and local authorities now have a shared pathway, settled priorities and steering mechanisms that allow projects to be run in a coordinated way.

What remained

Governance set up at the different levels, better-structured territorial data, and steering capabilities taken over by the public teams.
